Since the Northridge earthquake, the importance of notch toughness in filler metals for welding has been recognized.
For wind and low-seismic applications, a filler-metal toughness rating of 20 ft-lbs @ 40 degrees F is required for some applications as noted in Section J2.6 of the 1999 AISC LRFD Specification for Structural Steel Buildings. For high-seismic applications, a filler-metal notch-toughness rating of 20 ft-lbs @ minus 20 degrees F and 40 ft-lbs @ 70 degrees F is required for all welds in the seismic-force-resisting system in 1997 AISC Seismic Provisions for Structural Steel Buildings.
