Commonwealth's Guaranteed Energy Savings Program

Penn State Facilities Engineering Institute (PSFEI) is playing a lead role in the education, evaluation and implementation of the Commonwealth's Guaranteed Energy Savings program.  The program is defined under the new Commonwealth Procurement Code Act 57 of 1998, Subchapter E.  Commonwealth agencies can enter into non capital projects for energy related retrofits with qualified Energy Services Companies (ESCO's).  The ESCO's must guarantee that the retrofits will pay for themselves in ten years or less.  The Department of General Services, the Governor's Green Government Council and PSFEI developed the program procedures, contracting mechanisms, and created standard documents for the agencies to use.  For more information, contact Laura Miller at llmiller@engr.psu.edu or Bob Becker at jrbarc@engr.psu.edu
