In 2001 as a dedication to Penn State, Dr. Miller and his wife Mary established the Arthur C. and Mary O. Miller Endowed Scholarship in Civil and Environmental Engineering.

This scholarship is to provide recognition and financial assistance to outstanding junior and senior students enrolled in the Department of Civil and Environmental Engineering, with an interest in Water Resources in Hydrosystems, in the College of Engineering at The Pennsylvania State University.
