Permanent Salary Distributions
Salaries offered to newly hired people are not always funded in advance. Quite often contracts are offered without knowledge of the exact funding source. This situation is referred to as soft money. The salaries of existing employees are reviewed annually to establish salary increases. Salaries resulting from this process are referred to as the permanent salary distributions.

In the past, Financial Officers (FOs) relied on a paperwork system to establish contract amounts for the coming year. Year after year this process was repeated until the FO of the College of Engineering (COE) asked if the process could be automated. The COE along with a team from other colleges and central administrative units designed a system to aid in the salary increase process.

Automation of this process had to consider various increase criteria such as merit, compression, progression, and mobility/market. In addition, the whole process had to conform to practices and procedures prescribed by University auditors. This system produces data formatted for immediate use by University operational systems, thus changes to mainframe systems are not required.

Here’s how the system is used. The FO downloads the current salary figures from the mainframe. The FO then works with the Dean and other administrators to allocate raises, using the PermSal system, based upon percentage and/or dollar amounts. The PermSal updates running totals based upon a number of factors which are used to relate salary increase affects to budgetary projections. The results are available to other administrative units when staffing appointments overlap administrative areas. After raises are agreed to and budget balances are verified, the data is uploaded to the mainframe where it becomes part of the operational database. Throughout the process the system maintains records and reports that are made available to central finance offices and auditors.

The system has been in operation for approximately ten years and is a standard across the University. Once university trustees approve the yearly budget, the data produced by this system is then used to seed the College of Engineering's "Temporary Salary Distribution System".
