Cost Sharing/Matching Funds Guidelines

Procedural
Guidelines:
All
requests to OGSRO for cost sharing/matching in any category must be
discussed and approved
by the respective department head(s) prior to
the submission of the request to OGSRO.
Whether to cost share/match, how much to cost share/match, and on
what line items to cost share/match is the decision of the department
head, representatives of the dean’s office, and the Office of the Vice
President for Research.
All
requests to OGSRO for cost sharing/matching must be submitted in writing
(email acceptable) from the department head(s) (on behalf of the faculty),
to Associate Dean John Mason. All such requests must be received by OGSRO in advance of the proposal
deadline to comply with the policy established by the Vice President for
Research. This cost sharing/matching is not automatic; it must be requested and
approved prior to the submission of a proposal.
The following guidelines use the terms “contractually required or
mandatory” and “voluntary”, their definitions are:

Contractually
Required or Mandatory cost share/match is initiated and specified, in writing, by the
sponsor. All requests for contractually required or mandatory cost share
must be received a minimum of fifteen (15) days in advance of the
proposal deadline. This
is necessary to meet the deadline of the Vice President for Research
for central cost sharing.

Voluntary
cost share/match is initiated by the faculty as a way of
distributing the cost of the project among several interested
partners within
Penn
State
. Voluntary also
includes cost share/match initiated in response to sponsor guidance
of “cost sharing is encouraged” or “cost sharing is a review
criteria”. As
of December 2005 all voluntary cost sharing has been suspended by
both central administration and the
College
of
Engineering
, with the exception of young investigator programs such as NSF
Career.
