This project, partially funded by the Center for Rural Pennsylvania, sought to provide a clearer picture of the UCC’s impact in Pennsylvania municipalities. The PHRC implemented a survey of municipalities and third-party agencies to examine general enforcement strategies, costs of enforcement, and uniformity of code requirements. An analysis of building permit fees was performed to determine the average and range of building permit fees, as well as differences in fees between rural and urban municipalities.
